R&P is looking for a motivated individual who wants to join our team supporting a major PEO SHIPS program in Washington, DC. We are a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. We need a Business & Financial Program Manager ready to join a fast-paced and exciting work environment.

  • Provide overall financial task leadership demonstrating working knowledge and understanding of the complex requirements and financial analyses required to support the execution of an ACAT I shipbuilding program.
  • Apply expert knowledge of DoD Programming, Planning, Budgeting and Execution (PPBE) for a DoD program/project office with emphasis on program planning, budget, and funds execution.
  • Lead a team across multiple sites to provide direct support to the Navy Business and Financial Branch Head and provide financial inputs to the PM/BFM reports and senior level briefings.
  • Apply knowledge to support the Navy's use of DoD financial accounting systems.
  • Apply knowledge in supporting the Navy’s development of financial documentation with emphasis on SCN.
  • Lead SMEs and Task Leads in preparing acquisition and budget financial reporting, including Selected Acquisition Report (SAR), Department Acquisition Executive Report (DAES), Acquisition Program Baselines (APBs), Budget Exhibits, Obligation Phasing and Allocation Spend Plans, and Total Program Costs.
  • Support the Navy business, financial, and acquisition reporting data information systems and documents to provide support to the Budget Execution, Budget Development and Defense, Accounting Reconciliation, and Acquisition Reporting.
  • Establish and manage processes to develop and update business, financial, and acquisition reports.
  • Lead efforts to maintain financial status, historical records, reports, and assessments to identify program resource shortfalls, obligations, and expenditures.
  • Assist in developing and defending budget resource requirements and QA of documentation delivered to customers.
  • Use EVM tools to assist in contractor assessments. Perform analysis and review of Cost Performance Reports, Contractor Funds Status Reports, Integrated Master Schedule, and Contractor Cost Data Reports from ship construction contractors
  • Assess the validity of contractor submitted performance data. Monitor each shipyard’s performance and report cost and schedule changes. Monitor contract growth for all prime contractors due to change orders and other contract modifications. Assess and project estimates at completion and the impact of projections on the Program.




  • Bachelor's degree
  • Minimum of 10 years of demonstrated in-depth experience and specialized knowledge in the field; professional experience working with the PPBE process
  • Seven (7) years of supervisory experience directly related to supporting DoD program offices with emphasis on program planning, budget preparation and justification, and funds execution.
  • Demonstrated working knowledge and understanding of the complex requirements and financial analyses required to support the execution of an ACAT I shipbuilding program.
  • Must possess and exercise diplomatic tact and have the capability and capacity to develop and manage complex business relationships with multiple organizations.
  • Must be proficient in the full suite of Microsoft Office products and tools.
  • Travel (10-20%) may be required.
  • SECRET security clearance is required.
