Overview

R&P is currently seeking a Contracts Administrator to support our NAVSEA business group. This position will report to the Vice President of Contracts and Compliance who is located near the Washington Navy Yard office of R&P. The Contracts Administrator will perform the full life-cycle, contract administration functions. In this role the ideal candidate will be expected to take lead on contract administration efforts and be able to work with a high level of autonomy but also be comfortable receiving and acting on specific direction from various levels of corporate team member interactions as well as all customer and prime contractor interactions.

Responsibilities

  • Under minimal supervision, be responsible for receiving and negotiating nondisclosure agreements, teaming agreements, subcontract agreements, purchase orders, as well as, inputting company reporting into Federal Databases such as SAM.gov, OASIS, and SeaPort NxG.
  • Be able to review various commercial agreements to provide basic insight and identify flaws and potential liability exposure and present pre-reviews to the VP of Contracts.
  • Will be required to generate consent packages and to maintain audit-ready contract files and prepare DCAA-compliant contract briefs for use in annual Incurred Cost Electronic (ICE) model submission.
  • Maintain a working knowledge of Federal Acquisition Regulations (FARs) and DoD Supplements (DFARs) and other agency supplements as the corporate contract base broadens and maintain familiarity with standard procurement practices.
  • Participate in proposal preparation and proposal meetings to include preparation of contracts-related cost/price and administration volumes. Assist in the review and performance of proposal-related compliance checks to ensure both prime and subcontractor responses meet procurement specifications.
  • Negotiate aspects of sales to meet targeted goals to include price, payment and delivery terms, acceptance criteria, and other factors with prime contractors to achieve the best value possible.
  • The ideal candidate will demonstrate a fundamental understanding of corporate liability, insurance, and indemnification exposure concerns and be able to offer options to mitigate exposure.
  • Prepare and maintain complete contract files in accordance with FAR procurement requirements, corporate procurement guidance, and other applicable references to ensure compliance throughout the contract life cycle.
  • Receive, review, annotate modification changes, and circulate all modifications with recommendations for changes prior to execution within authority limitations, or prepare such modifications for execution by others.
  • Prepare and disseminate information to line management regarding contract status, compliance, modification, deviation, negotiation and closeout.
  • Demonstrate a high degree of analytical ability to understand and interpret complex data and solve complex problems.

Qualifications

  • 8-10 years of experience in contract administration/management or a combination of contract/subcontract administration is required, but with emphasis on contract administration.
  • Strong working knowledge and experience administering government contracts/subcontracts in compliance with FAR/DFAR regulations and other agency supplements, with emphasis on contract administration.
  • Extensive experience directly managing various contract types with emphasis on Cost Reimbursable and T&M.
  • Previous experience working within the DoD contracts environment, Navy experience is desired.
  • Demonstrates strong oral and written communication skills. As the contracts administrator, interactions with R&P’s customers will be frequent and at all levels. Communication skills using exacting grammar and proper context are essential.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and Adobe Pro.
  • A college degree, Certified Purchasing Manager (CPM), or Certified Professional Contracts Manager (CPCM) desired.
  • Knowledge or experience in Contractor’s Purchasing System Reviews (CPSR) a plus.

Salary
