R&P is looking for a Program Analyst/Cost Estimator who wants to join our team. We are a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. We are recruiting a senior Cost Estimator to support the management of business financial operations, cost estimation and analysis, planning, programming, budgeting, and execution of the PMS 325 shipbuilding program. This position requires specialized expertise in Earned Value Management Systems (EVMS).

• Assist with the development, implementation, and surveillance of earned value management systems (EVMS) supporting PMS 325 to ensure compliance with applicable policies and provide the Program with reliable cost and schedule data
• Provide expertise on EVMS policy, including proposed policy changes, and shall assess program impacts resulting from policy guidance changes, and implement new guidance as required
• Conduct EVMS Surveillance by assessing and tracking shipbuilder (or other government vendor) corrective actions reports (CAR) and corrective action plans (CAP), and by analyzing their progress and effectiveness
• Provide support for Integrated Baseline Reviews (IBR), including reviewing previous IBRs, preparing data calls, coordinating and training the Government team, and providing data analysis support in assessing IBR objectives.
• Provide support for planning, managing, facilitating, conducting, and documenting appropriate EVMS reviews
• Assist in resolution of identified issues and deficiencies cited in the review

• Bachelor's Degree in Mathematics or Business, or High School diploma and over 10 years of experience supporting DoD/Navy progams
• 10 years of experience in DoD/Navy financial or program management, preferred
• Specialized Experience: DoD / Navy EVM Surveillance and Data Analysis
• DoD / Navy Earned Value Management SYSTEMS experience, preferred
• Secret clearance or the ability to obtain a Secret clearance
